NCAJ Meeting Focuses on People-Centered Justice and Efficiency in the Justice System

The National Council on the Administration of Justice (NCAJ) meet in Mombasa for its 35th Council Meeting to deliberate on various justice related issues.
The council deliberated on the implementation of the NCAJ Strategic Plan (SP) 2021-2026, and the implications on the new SP and Enhancing the Efficiency of Kenya’s Criminal Justice System among other issues.

In addition, it discussed entrenching People-Centered Justice (PCJ) for Service Delivery Improvement as well as Impacts of CUCs in Enhancing the Administration of Justice at the Local Level.

The Council’s vice chairperson DPP Renson Ingonga who represented the Chief Justice Martha Koome noted that meeting represents a strategic reflection point for justice sector.
“We are not gathered merely to take stock of routine performance. We are called upon to reflect honestly on our progress, interrogate areas where we have underperformed, draw lessons from implementation challenges, and, more importantly, to chart a clear and forward-looking trajectory for our Strategic Plan 2026-2030.”

He noted that over the past cycle, the council has strengthened multi-agency coordination, advanced criminal justice reforms, developed guiding frameworks on anti-corruption and digital transformation, expanded Court Users Committees (CUCs) across the country, and rolled out innovations such as e-filing, prosecutorial case management systems and digitized legal repositories.

The Mr Ingonga at the same noted that case backlog continues to strain the system, time-to-disposition in certain criminal matters remains unsatisfactory, infrastructure gaps persist, and staffing and resource constraints continue to limit efficiency.

As another key area, the council discussed enhanced Partnership in Traffic Management during Festive Season and for Posterity. The meeting focused on the review of the outcomes, proposals on reforms and long-term solutions in this area.
